My uncle used to say that the market predicts the future. So, maybe the Fed is anticipating a further rally, and they are anticipating that things are finally starting up a business to turn around.
Also, I think this .25 rise in interest rates is something of a trial ballon. The Fed trying to see if the economy is robust enough to support a tiny interest rate increase.
