It's that too many of the research oriented professors teach NOT AT ALL. There are hords of professors who do zippo teaching, denying the students of what you experienced. There needs to be a balance. I for one think any federal grant should require such a balance, we should not be bankrolling research which is not transferred to the student body, we cannot afford to.
